Manhattan District Attorney Robert M. Morgenthau announced today the arrest and indictment of a New York Police Department traffic enforcement agent for stealing $4,518 from the Manhattan Tow Pound command club. The defendant, JACQUELINE DAVIS, 48, was treasurer of the club, which uses revenue generated by soda and snack vending machines to subsidize events for employees of the command. DAVIS has been employed at the Manhattan Tow Pound since 1998. The theft was first discovered by the Manhattan Tow Pound Integrity Control Officer (ICO) in early 2007. An audit of the club’s books was conducted as a result of training for ICOs held by the Internal Affairs Bureau Financial Investigation Unit. An investigation by the NYPD Internal Affairs Bureau revealed that DAVIS made a series of unauthorized withdrawals from the club bank account by forging the name of the club president. The crimes charged in the indictment occurred between January 10, 2006 and February 15, 2007. DAVIS turned herself in today at the 6th Precinct in Manhattan where she was formally arrested. The defendant was arraigned in State Supreme Court and released on her own recognizance. She is charged with Grand Larceny in the Third Degree and 21 counts of Forgery in the Second Degree, class D felonies. A class D felony is punishable by up to 2 1/3 to 7 years in prison. Mr. Morgenthau thanked the New York Police Department Internal Affairs Bureau, Group 56. Assistant District Attorney Cindy Chung, who is assigned to the District Attorney’s Official Corruption Unit, is in charge of the prosecution under the supervision of Assistant District Attorney Richard Buckheit, Chief of Official Corruption Unit.
