D.A. Bragg Announces Indictment of Carl Phanor for Violent Sexual Assault of Three Women

Manhattan District Attorney Alvin Bragg today announced the indictment of CARL PHANOR, 28, for violently sexually assaulting three women who were walking or jogging along the Manhattan waterfront on three separate occasions between March and November 2022. PHANOR is charged in a New York State Supreme Court indictment with three counts of Predatory Sexual Assault, as well as Criminal Sexual Act in the First Degree, Rape in the First Degree, and Attempted Murder in the Second Degree, among other charges. “As alleged, Carl Phanor committed three brutal attacks with escalating violence, preying on women who were simply trying to walk or jog along the waterfront,” said District Attorney Bragg. “These horrific allegations shocked our city, and I want to assure these survivors and all New Yorkers that we will hold him accountable.”

According to court documents and statements made on the record in court, PHANOR violently sexually assaulted three women over the span of eight months as they walked or jogged along the Manhattan waterfront in the early morning hours.
 
First, at approximately 6 a.m. on March 27, 2022, PHANOR attacked a 39-year-old woman as she jogged along the Hudson River Greenway near Pier 46 in Greenwich Village. He approached the woman on a bike, tackled her, and choked her before sexually assaulting her.
 
Then, at approximately 5 a.m. on October 6, 2022, PHANOR attacked a 48-year-old woman as she walked near East 37th Street and FDR Drive. He approached her from behind, placed her in a chokehold, and ripped her jeans open before fleeing with her credit card and cell phone.
 
Finally, at approximately 5:45 a.m. on November 3, 2022, PHANOR attacked a 43-year-old woman as she jogged along the Hudson River Greenway near Pier 45, also in Greenwich Village. PHANOR grabbed her from behind, threw her to the ground, choked her and raped her before fleeing with her cell phone, credit card, and other belongings. PHANOR was arrested later that morning in Port Authority when he attempted to purchase a bus ticket with her credit card.
 
Assistant D.A.s Lauren Breen and Michael Kelley are handling the prosecution under the supervision of Assistant D.A.s Shannon Lucey (Deputy Chief of the Sex Crimes Unit) and Nicole Blumberg (Chief of the Sex Crimes Unit). Trial Preparation Assistants Abigail Simon, Tyler Friedman, and Audrey Blumenstock are assisting with the case.
 
District Attorney Bragg thanked the NYPD’s Special Victims Squad, in particular Detectives Christopher Stack and Andre Arias.
