DA Vance and NYPD Commissioner Bratton Announce Indictment of 19 Defendants on Drug-Related Charges

Manhattan District Attorney Cyrus R. Vance, Jr. and NYPD Commissioner William J. Bratton today announced the indictment of 19 individuals on drug-related charges stemming from the sale of crack cocaine in and around the East River Houses in Manhattan. The charges are the result of a joint investigation – conducted by the District Attorney’s Violent Criminal Enterprises Unit and the NYPD’s Manhattan North Narcotics Bureau – in response to the persistent sale of narcotics and violent activity at the East River Houses and surrounding area by people affiliated with a group called “East Army.” The 42-count indictment filed today in New York State Supreme Court charges the defendants with Criminal Sale of a Controlled Substance in the Third Degree. 

“Today’s indictment of several individuals affiliated with the East Army gang will help combat the increasingly violent criminal activity occurring at the East River Houses,” said District Attorney Vance. “This is the 15th indictment by my Office’s Violent Criminal Enterprises Unit in the past five years, involving 17 street gangs. I would like to personally thank Commissioner Bratton and the dedicated men and women of the NYPD for their partnership in this investigation, which helps ensure that the East River Houses and surrounding area will be a safer place for New Yorkers to live, work, and raise families.”  

Police Commissioner William J. Bratton said: “The New York City Police Department is committed to stopping narcotic distribution and gang violence in our communities. Thanks to the efforts of the investigators and prosecutors involved in this case, the quality of life for the residents of this East Harlem community has improved.” 
 
According to the indictment and documents filed in court, the defendants are all residents of the NYCHA East River Houses public housing complex in East Harlem or have family living at the complex, and many are affiliated with the East Army gang. The indictment charges each of the 19 defendants with selling narcotics – in most cases, crack cocaine – to undercover officers between January and October of 2014. The sales took place within the grounds of the East River Houses and the surrounding area including playgrounds, a basketball court, stairwells, lobbies, hallways, and elevators. In addition to the charges of selling cocaine, one of the defendants was charged with the unlawful sale of heroin. 

Assistant District Attorney Christopher Prevost is handling the prosecution of the case, under the supervision of Assistant District Attorney Christopher Ryan, Chief of the Violent Criminal Enterprises Unit. Assistant District Attorney Kerry Chicon, Chief of the Crime Strategies Unit, assisted with the case, as did Violent Criminal Enterprises Unit Investigative Analyst Brendan Fallon.
