DA Vance and Police Commissioner O’Neill Announce Indictment of 17 Members of Violence Harlem Street Gang

Indictment Charges Members of “Lincoln Ova Everything” with Approximately 20 Violent Acts Including Shootings, Gunpoint Robbery Over Two-Year Span

Manhattan District Attorney Cyrus R. Vance, Jr., and New York City Police Commissioner James P. O’Neill today announced the indictment of 17 members of the Harlem-based gang, “Lincoln Ova Everything,” for engaging in acts of violence against rival gangs in Central Harlem over a two-year span, beginning in August 2015. The acts alleged in the indictment include several shooting incidents, a gunpoint robbery, and multiple weapons-related offenses.

The defendants are charged in a New York State Supreme Court indictment with 67 counts, including: Conspiracy in the First Degree, a class A-I felony, as well as Conspiracy in the Second, Third, and Fourth Degrees, Attempted Murder in the Second Degree, Robbery in the First Degree, Gang Assault and Attempted Gang Assault in the First Degrees, Assault in the First and Second Degrees, and various weapons-related charges, among others. [1] The indictment follows a long-term investigation led by the Manhattan District Attorney’s Office’s Violent Criminal Enterprises Unit and the NYPD’s Violence Reduction Task Force.

“This case serves as a critical reminder that, despite a sharp decrease in gang activity and record-low crime, our work to dismantle violent street gangs is far from over,” said District Attorney Vance. “As alleged in the indictment, for two years, these 17 defendants mounted a campaign of violence in their Harlem community. Thanks to the NYPD and my Office’s Violent Criminal Enterprises Unit, these individuals will be taken off the streets and held liable for their violent conduct.”

According to court documents and statements made on the record in court, the 17 defendants are members of the “Lincoln Ova Everything” a/k/a “LOE” gang, associated with NYCHA’s Lincoln Houses located in Central Harlem between Fifth and Park Avenues and East 132nd and East 135th Streets.

As alleged in the indictment, the defendants sought to kill members of rival street gangs from other neighborhoods in Harlem in order to maintain control of their territory, to enhance their status within the “LOE” gang, and to avenge acts of violence and perceived disrespect by members of these rival gangs. Overall, from approximately August 1, 2015 to August 15, 2017, the defendants are charged with committing approximately 20 shootings and a gunpoint robbery, in addition to various weapons-related crimes. Some of the defendants discussed alleged criminal activity on social media and, on several occasions, defendants also discussed their crimes in calls made from Rikers Correctional Facility.

Among the alleged incidents is a violent robbery on or about June 18, 2017 in which DAVIS, WILLIAMS, and a third individual held a loaded .380-caliber semiautomatic pistol to a man’s head and forcibly stole his cellular phone and wallet near East 118th Street and Lexington Avenue. In a separate incident on or about July 13, 2017, BROWN, CENTENO, FARRELL, and GIBBS shot a man in the chest with the same .380-caliber semiautomatic pistol inside of Marcus Garvey Park. And in another incident on or about August 15, 2017, CARTER and HINES followed multiple young men along West 129th Street between Fifth and Sixth Avenues and fired a .38-caliber revolver, striking one man in his abdomen and a second man in his arm.

Assistant District Attorneys Meghan Hast and Karl Maloney-Radke are handling the prosecution of the cases under the supervision of Assistant District Attorneys Jon Veiga, Deputy Chief of the Violent Criminal Enterprises Unit, and Christopher Ryan, Chief of the Violent Criminal Enterprises Unit, as well as Executive Assistant District Attorney John Irwin, Chief of the Trial Division. Assistant District Attorney Mao Lin, Deputy Chief of the Crime Strategies Unit, and Investigative Analysts Jordan Petitta and Emily Hogan also assisted with the case.

District Attorney Vance thanked the NYPD for its assistance with the investigation, particularly Case Detective John McFarland, Detectives Harry Arocho, Desiree Lai, Joseph Ayala, Sergeants Michael Melendez and Darren Melhado, Lieutenant Paul Prendergast, Captain Brian McCaughey, Inspector Richard Green, and Assistant Chief James Essig of the Violence Reduction Task Force and members of the 25th and 32nd Precinct Detective Squads.
