In January, the Manhattan DA Academy hosted Dr. John Giftos, Clinical Director of Substance Use Treatment at Rikers Island and Medical Director of Opioid Treatment for NYC Health + Hospitals, Division of Correctional Health Services for a lecture on prosecutorial responses to defendants with substance use disorders. Dr. Giftos’ presentation defined the terms associated with substance use disorders and provided an overview of evidence-based approaches to reducing the harms of drug use. He also discussed the complicated ways in which arrest and incarceration confer additional health risks to patients with opioid use disorders. The presentation ended with a discussion of pre-arrest and pre-arraignment diversion programs with demonstrated histories of recidivism reduction.
